LOS ANGELES, CA – July 13, 2021 – Leech Tishman is pleased to announce that partner and National Employment & Labor Chair Philip A. Toomey was recently appointed to a two-year term as an Executive Committee member of the California Lawyers Association Public Law Section. Phil’s term will commence on September 26, 2021.
As a member of the Executive Committee, Phil will be involved in overseeing legal issues and advocating legislation related to public employment and labor matters. Committee members also work to ensure that adequate education opportunities are available for California lawyers to remain current in this complex area of law.
In addition to serving as national Chair of the Leech Tishman’s Employment & Labor Practice Group, Toomey also leads the firm’s Public Sector Employment Group. He is a member of the Litigation Practice Group, where he co-leads the Restrictive Covenants / Non-Competes Group. Toomey is based in the firm’s LAX office.
Toomey focuses his practice on all aspects of public and private employment law and currently represents the cities of Lynwood and Redondo Beach. He has many years of experience in counseling, negotiating, arbitrating, and courtroom litigation. Toomey regularly advises public entities on a variety of employment & labor, compliance, and civil rights matters. He also has experience managing in-house investigations & outside investigators and advocates on behalf of public employers before federal and state agencies include the U.S. Equal Employment Opportunity Commission, the National Labor Relations Board, the U.S. Department of Labor, the Public Employee Retirement Board, the California Department of Fair Employment and Housing, and the California Employment Development Department.
Toomey is qualified by the Independent Cities Risk Management Authority (ICRMA) to handle employment lawsuits, arbitrations and claims and serves as approved counsel for the California State Association of Counties (CSAC) Excess Insurance Authority for claims made against the City of Redondo Beach.
Toomey serves on the faculty of the National Public Employer Labor Relations Association (NPELRA) for training and certification of public agency HR professionals and attorneys and has served as a speaker at NPELRA’s national convention. Phil has also been a guest lecturer at six annual state conventions of the Public Employer Labor Relations Association of California.
Beyond the public employment sector, Toomey serves as the trusted outside general counsel for international, privately held, and small to mid-market companies in the aerospace, transportation, manufacturing, food production, office and retail services industries, among others.
